Job Overview

The Benefits Manager is responsible for the creation and coordination of data reporting exchanged among Benefits, HR, ISS, Payroll, and specific vendors.  This position requires a high level of understanding of how each of the systems integrates and their dependencies.  It also requires skills that incorporate system configuration and program development across SAP and payroll platforms.  The Manager, Benefits Systems must have a practical understanding of how benefit plans function relative to tax and regulatory compliance, accounting, and financial reporting.  This position is responsible for providing important compensation and benefits-related information to multiple vendors, regulatory systems, and internal stakeholders with specific focus on bargain unit complexities. 



Duties & Responsibilities

  • Provides strategic support to HRIS,payroll planning, and change initiatives, submits programming and production requests (CONA); leads vendor partners in the development of communication strategies that drive or reinforce department objectives and oversees the management and maintenance of historical records associated with those changes
  • Participates in the development of programs and corresponding communication plans aimed at improving the overall level of wellness for CCCI employees; submits technical specifications for programming to ISS and serves as the liaison between HR, IS, and payroll
  • Completes weekly, monthly, and annual reporting requirements for HR, payroll, risk management, officer reporting CONA development and production support for the department
  • Leads 401(k) and pension reporting for non-union and union employees, reports for vendors for a survey,benchmarking, balance 401(k), HSA, FSA and union 401(k) plans and research errors, reports and balancing for a stock purchase
  • Provides vendors with all compensation and benefit related information for annual total comp reports; assist internal and external auditors, actuaries, and advisers with necessary, recurring reports and information
  • Assists with qualification, quantification, and selection of effective carrier and vendor services with direct involvement in negotiating product and service agreements
  • Manages compensation programs, such as employee pay deductions and reiumbursements, processing pay-system batch transactions, incentive payments, annual wage increases and compensation systems. 


Knowledge, Skills, & Abilities

  • 5 years of extensive and practical knowledge of ERISA plan compliance
  • IRS and DOL requirements and regulation and a supplemental understanding of ACA, HHS mandates or initiatives
  • Developed or extensive experience with collective bargaining and bargained benefit plans
  • Ability to work cross-functionally, especially with HR, payroll, and IS Developed analytical and communication skills
  • Public speaking and negotiation skills
  • Ability to develop influencing professional relationships and credibility throughout the organization


Minimum Qualifications

  • High school diploma or GED
  • Knowledge acquired through 5 to up to 7 years of work experience


Preferred Qualifications

  • Bachelors Degree
  • Benefits and/or Compensation experience with bargain unit environment
