Job Overview

The Payroll Tax Compliance Manager will manage the CCCI regulatory payroll taxes for 4 Federal IDs in 22 states, and approximately 600 local tax agencies. This position is responsible for balancing and filing taxes with ADP, coordinating wire requests for the disbursement of payroll taxes weekly, completing necessary returns monthly, quarterly, and annually, and partnering with Payroll Director to implement system changes, regulatory requirement updates, and payroll projects. The Payroll Tax Compliance Manager will also process and reconcile general ledger uploads for taxable accounts, manage and comply with all regulatory garnishment reporting, and manage W-2 processing for approximately 17,000 employees.



Duties & Responsibilities

  • Serves as the primary liaison with ADP to confirm both federal and state tax notices, received weekly, are resolved
  • Performs research via ADP web tool for tax issues and audits the set-up of unemployment rates
  • Manages the submission of SAP jobs weekly for tax deductions and reconciles tax accounts monthly
  • Ensures CCCI system interfaces record the proper classification of wages and withholding in the general ledger
  • Maintains current knowledge and full understanding of federal, state, and local tax laws and regulations with regards to withholding law and disbursement requirements
  • Researches audit requests and collaborate with tax management to ensure prompt and accurate responses to the IRS and other regulatory agencies for questions associated with federal, state, and local returns and make decisions that resolve any resulting issues
  • Advises and notifies management of IRS regulatory compliance law changes and partners with the Sr. Tax Compliance, planning, Accounting Manager to confirm systems changes are in place per regulatory requirements in the appropriate ERP system
  • Manages, leads, and motivates a team to deliver results by communicating company goals, safety practices, and deadlines; engaging and developing teammates through effective performance management, coaching, and training.
  • Implementing continuous improvement methods while maintaining customer focus

Knowledge, Skills, & Abilities

  • Experience with SAP or Success Factors would be beneficial 
  • Experience with ADP as a tax filing vendor
  • Having a CPP certification is valuable
  • Knowledge of IRS regulatory compliance laws
  • Proficiencies in the following: federal wage and hour laws, IRS and state tax authority guidelines and regulations, SOX compliance, audit processes, generally accepted accounting principles, and payroll processing requirements
  • Proficient in IS system applications and Microsoft office suite
  • Ability to communicate at senior management level with effective oral and written communications
  • Results-driven strategy for managing change and building organizational capacity through coaching, resources, and feedback
  • Exhibits managerial courage through calculated risk-taking, initiating necessary change, and tough decision making
  • Experienced at building key relationships, fostering open communications, and creating a learning environment


Minimum Qualifications

  • Bachelor’s degree 
  • Knowledge acquired through 3 to up to 5 years of work experience
